1.0 Introduction :
1.01 The aims and
objectives of the present day civilized world society is to
achieve better quality of life, peace & prosperity for the
people on earth, with sustainable developments in Science
& Technology consistent with the protection of the ecological
balance of the mother earth. The developments in Science,
Engineering, Technology, Administration etc have made tremendous
progress for the betterment of all living beings on earth including
the human beings.
1.02 However, Ironically,
at the same time, the world is facing dangers of misadventures in
Science, Engineering, Technology and Administration, in spite of
the fact that there exists a world body (U.N.) and the beneficial
developments of the various governments are made, adopting the
required safety & security measures with the main objective of
providing benefit to the people. For example: The nuclear and
chemical War-fare of mass destruction ; Large Scale terrorism, high
tech corruption and ethnic cleansing etc, have already raised their
ugly head. The World governments with constitutions, courts
and modern police force, have not been able to check the menace
satisfactorily.
1.03 The present
position therefore, leads to the conclusion that developments in
science, Engineering, Technology, Administration and even achieving
the status of a Developed world, are alone not enough, to achieve
the final goal of peace and prosperity for all the people in
the world.
1.04 The solution
probably lies in constant and parallel education on moral values and
philosophy in life, at all levels of education starting from
childhood, to make every person a humanist first, in the present day
materialistic and greedy world. The intention behind the
theory is that adoption of solutions to protect and to prevent the
human mind from getting corrupted with evil thoughts is basically
necessary and essential, since we believe that prevention is always
better than cure.
1.05 In this connection, we
can remember the “Moral period” that we used to have , once a
week in the primary and secondary school education earlier.
Probably adopting the same idea and hearing or reading or watching
the achievements and studying the role model leadership characters
of great personalities, who have served the public sincerely, like
Mahatma Gandhi, Abraham Lincoln, Bernard Shaw, Madam Curie,
Visvesvaraya etc would motivate and infuse faith in the younger
generation to emulate their examples in honest and sincere
service to the society, for the betterment of mankind.
2.0 Aims & objectives of Sir.M.V.Study & Research Centre.
2.01 Keeping in view the
noble idea of education on moral values and philosophy mentioned
earlier, the Institution of Engineers (India), Mysore Local Centre
has planned to develop the only one of its kind in the country , a
Study & Research Centre named after Sir.M.Visvesvaraya, as
an Institution or Temple of learning, on discipline , dedication, hard work,
honesty and sincere service to the Society, on
which principles the Engineer- Statesman Bharatha Ratna
Sir.M.Visvesvaraya amply demonstrated through his deeds , throughout
his long life span of over hundred years.
2.02 The “ Sir.M.V.Study
& Research Centre” at Mysore would lay emphasis on the part of
Engineers, to emulate the principles and role model leadership
characters of Sir.M.Visvesvaraya to improve the eroded image of
Engineers in the Society. Further it would conduct activities
that motivate adherence to the “ Principles on code of ethics”
issued by the Institution of Engineers (India) to guide its Members
in following the principles of truth, honesty, justice,
trust-worthiness , respect and safe guard of human life and welfare
, competence and accountability which constitute the values that
every Member must recognize and uphold in his or her life, and daily
professional work and decision making.
2.03 One of the aims and
objectives of the Study and Research centre would be to provide the
Research scholars, the facilities required , such as Library,
a regular platform for research, discussion / deliberations among
experts etc to study the life history &
achievements of the Role model leadership personalities such as
Sir.M.Visvesvaraya and similar others , on the various aspects such
as their ingenuity, foresighted vision, discipline, honesty etc
exhibited by them to set model standards for others to follow
in their service to the public . This could serve as the
Dissertation work for the scholars for their basic or Ph.D
Degrees.
2.04 The Study and Research
Centre is not limited to Engineering but extendable to any branch or
field having direct involvement of public service .The subject in
general, refers to the Discipline dealing with moral principles or
values on duty and obligations, in a service rendered in the
public interest and also on the accepted professional standards of
conduct governing the individuals. The service may be governmental
employment especially civil service or a business of supplying a
commodity or service rendered in the public interest. Initially, it
is intended to develop the facilities in respect of Engineering and
Technology at the Mysore Local Centre of IE(I).
2.05 The “
outcome” on dissertation work, research and deliberations etc in
the field of role model leadership characters or values in honesty, hard work
, foresighted vision and sincere service to society etc expected of
Engineers( Who are the builders of any nation) as
practical and exemplary case studies could be published at the
All India Engineering Congress being held every year by the
Institution of Engineers (India) to promote the values incorporated
in the code of ethics which is one of its aims and objectives to
improve the image of Engineers in the Society.
2.06 The
Second objective would be to hold a series of Seminars on the
Subject of “Code of Ethics in Public Service” and a series of
lecture on the subject “Cardinal Practices towards perfection”
under Sir.M.Visvesvaraya Memorial Seminar / Lecture series. The seminars
could deliberate on the practical examples of the role model
leadership characters, who have set excellent examples in
demonstrating the code of ethics in their sincere service to the
Society, working in the field of science , Engineering,
Technology, administration, Judiciary , Government (as elected
representatives of the people) etc. It is proposed
to bring out the expected model systems on principles and moral
values in one’s profession in the present day materialistic
world in general and frame suggested changes in the existing rules
and laws to promote Professional ethics and end corruption and
inefficiency at all levels , by removing the loop holes in the rules
& laws dealing with prevention of corruption and inefficiency in
public service.

3.0
Progress
Report on Sir.M.V.Study & Research Centre
3.01 The
location of this Study & Research Centre at the Mysore Local
Centre of the Institution of Engineers has a special significance
in that , Mysore is the place where Sir.M.Visvesvaraya live and
worked as Chief Engineer first and later as Dewan of Mysore in close
association with the Maharaja of Mysore , His Highness Nalvadi
Krishnaraja Wodeyar. He has rendered yeoman service to the
Erstwhile State of Mysore to make it a Model state in India.
Some of these achievements show up prominently even now, as the
Premier and monumental works of development and Novel schemes of
long vision. To mention a few: Dams for irrigation &
Power generation, university for education, Industries for
prosperity , Banks for promoting commerce, clubs for recreation and
even family planning schemes for population control and other
welfare plans, are some of the schemes that were started here for
the first time in the entire country.
3.02 The
“Sir.M.V.Study & Research Centre” was inaugurated by the
past National President of IE(I) Dr.M.P.Chowdiah in January 2000 and
a token grant of Rs.10,000/- was received from IE(I) Head Quarters,
when Er.Jagman Singh was the National President of IE(I).
Er.Jamdar, the National President of IE(I) had also
appreciated the proposed project and promised sanctioning of Rs. 5
Lakhs on receipt of project Report. However Rs.50,000 has been
received in September 2001
3.03 The
construction of a Separate Block with independent library,
conference hall facility etc., for ‘Sir.M.V.Study & Research
Centre’ in the premises of the Institution at J.L.B. Road, Mysore
is estimated to cost about Rs.10 lakhs. Further a fixed
deposit of Rs. 5 lakhs would be required to serve as “Corpus
Fund” and the interest derived from it only to be utilised
for the maintenance of the study and research centre activities.
The total cost of the project amounts to Rs. 15 lakhs. The
construction has started in December 2002.
4.0The
efforts made to develop the Library on Sir.M.Visvesvaraya :
4.01Sincere
efforts are being made to collect authenticated details / documents
about Sir.M.Visvesvaraya to build up a complete and authoritative
Library containing detail about Sir.M.V’s life, achievements,
Speeches, Books written by him and those written on him, his letters
of importance to other dignitaries, committee reports, pamphlets,
News Paper Reports, Official records, memorabilia,
reminiscence of his colleagues and contemporaries . Every
significant details throwing light on his resplendent persona would
be collected to the library and put the details on the Institution
Web-site. Books / Reports / Letters / Speeches / Pamphlets written
by Sir.M.Visvesvaraya and / or those written on him about his
vision, principles, achievements etc have been searched and located.
Wherever originals are not available Xerox copies of the same have
been made exclusively for the Library at the Sir.M.V.Study &
Research Centre, so as to serve as references for the Research work.
The collection already made runs to 18,000 pages as could be seen
from the statement give below.
